JSC Appoints Frida Boyani Mokaya as Chief Registrar of the Judiciary


The Judicial Service Commission (JSC) has picked Frida Mokaya Boyani as the new Chief Registrar of the Judiciary. 

Frida Boyani replaces Anne Atieno Amadi who retired on January 12, 2024. 

After Amadi left, the JSC initiated the hiring process, with 43 candidates expressing interest in the position, yet only seven were selected for further consideration. The JSC on Monday, 18th March, interviewed the seven shortlisted candidates to fill the vacancy left by Anne Amadi. These were: Macharia Rose Wachuka, Ouma Busalile Mwimali, Mokaya Frida Boyani, Wambeti Anne Ireri, Ndemo Paul Maina, Kendagor Caroline Jepyegen and Kandet Kennedy Lenkamai.

After choosing a candidate, the JSC is expected to announce the appointment to the public. The announcement was made by Chief Justice Martha Koome, via a press release on Tuesday morning. 


Mokaya's Profile. 

Boyani presently holds the position of Registrar at the Judicial Service Commission. She assumed the role in 2011 in an interim capacity before being formally appointed in 2012.

She has previously served as a District Magistrate (1997-1999), Resident Magistrate (1999-2003), Senior Resident Magistrate (2003-2008) and Principal Magistrate (2008-2011). Prior to her appointment to the position of Registrar at the JSC, she was serving as a Senior Principal Magistrate (2011-2012). 

She is a member of; the Kenya Magistrates and Judges Associations (KMJA), the International Association of Women Judges - Kenya, the Institute of Certified Public Secretaries (ICPSK) and the East African Magistrates and Judges Association (EAMJA).

She is a candidate for a master's degree in law at the University of Nairobi. 

She graduated with a bachelor's in law from the University of Nairobi in 1993 before proceeding for her Post Graduate Diploma in Law at the Kenya School of Law.

She moves to the Chief Registrar's office with 27 years of experience as a jurist.

Mokaya's New Functions

The responsibilities of the new Chief Registrar will encompass acting as the secretary for both the Judicial Service Commission (JSC) and the National Council on Administration of Justice. Additionally, she will take on the roles of Chief Administrator and Accounting Officer for the Judiciary.

"The functions include preparing estimates of expenditure in each financial year, for the following year and submitting them to the National Assembly. 

"The registrar is also the authorized officer for the Judiciary who is responsible for the efficient management of the day-to-day operations and administration of human resources in the judicial service; and in charge of support services in the Judiciary and in particular planning, development and organization of staff," reads the Judicial Service Act 2011.
